If the learner is not able to generate a certificate from their end, make sure that they have watched all the lectures that are present in the course.
Verify that after watching a lecture, a green tick is shown above the lecture name indicating that the learner completed that particular lecture. If a green tick is not showing, it means probably the learner has skipped some part of the lecture. In that case, the certificate will not be provided.
